Job Description:

SUMMARY

The Public Health Improvement Coordinator is responsible for coordinating the Confederated Tribes of Coos, Lower Umpqua, and Siuslaw Indians’ public health modernization program via the design planning of the essential functions of the newly developed public health program, including implementation and evaluation of the ongoing public health components of the public health program. This position will work with the government and health administration along with other Tribal Health workers, i.e., Community Health Nurse and Community Health Aides, while receiving technical assistance from the Northwest Portland Indian Health Board Tribal Epidemiology Center (NPAIHB TEC).

Notice: This position is part of the Public Health Modernization Grant - this is a full-time limited duration grant funded position. Funding is through 6/30/2023 but may continue from that point depending on further extension or state funding of the program.

 

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Participate in the Northwest Portland Area Indian Health Board (NPAIHB) Community of Practice for Public Health Administration.
  • Survey CTCLUSI Government programs using the Public Health Capacity, which the State of Oregon will provide.
  • Work with NPAIHB TEC to complete reports of assets and needs for the public health modernization for CTCLUSI.
  • Analyze surveys and validate data and responders.
  • Prepare and present a final report with directors.
  • Prepare monthly reports of progress.
  • Develop a Community Health Improvement Plan based on the identified priorities.
  • Participate in State and Tribal Partner Committees related to Public Health Modernization as requested.
  • Participate in all required meetings and trainings identified in the grant’s requirements and disseminate information to stakeholders.
  • Educate the public about health issues and empower them to aid in the prevention of spreading diseases.
  • Aide in the development of plans and policies that address public health concerns.
  • Provide the community with health materials (i.e., posters, infographics, pamphlets, monthly newsletter articles), while communicating effectively and with compassion, to educate the target audience, and make sure that they fully understand the information provided.
  • Work as part of the health team to coordinate activities and interventions of other Tribal, State and Federal health and social service agencies to assist Tribal members and their families.
  • Communicates both orally and written to partners, Tribal Council, government agencies, Tribal members, State and Federal agencies in a clear and concise manner.
  • Maintain appearance standards as outlined in CTCLUSI policies.
  • Must be able to interact with Tribal members and the general public in a courteous, professional, and efficient manner.
  • Communicate effectively both verbally and in writing.
  • Maintain a good attendance record as outlined in CTCLUSI Handbook.
  • Complete other duties as directed by management.

 

PHYSICAL & MENTAL DEMANDS

  • Must be able to walk, talk, hear, use of hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • May be required to push, pull, lift, and/or carry up to 40 pounds.

 

WORKING CONDITIONS AND ENVIRONMENT

  • Moderate noise level with frequent interruptions and distractions.
  • May require local and out of town/overnight travel.
  • May be required to attend Tribal youth camps and other activities.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 18 years of age.
  • Bachelor’s level degree in Public Health, Healthcare Management, Health Education or closely aligned field or equivalent experience and education.
  • Two years of experience in project management with proven project leadership and success.
  • Valid driver’s license, adequate transportation, and eligibility to operate GSA vehicles required.
  • Must be able to obtain CPR certification within 60 days from hire date.
  • Advanced user in Microsoft Office software (Access, Excel, Word, Publisher, and PowerPoint).
  • Ability to present in a public forum (online and in-person) to large and small groups of people.
  • Excellent verbal and written communication skills are required.
  • Must be highly organized and motivated, and be able to manage complex projects and carry out all responsibilities of the job requirements with minimal day-to-day supervision.
  • Must be able to travel, as requested.
  • Must possess ability to work with a wide variety of people and the ability to communicate effectively and relate to Tribal members.
  • Must possess reasonable ability to communicate in English.
  • This is a covered position and will be subject to pre-employment drug testing and criminal history background check, which will include fingerprinting.
  • Must be eligible for employment in U.S.
  • Indian preference will be observed in the hiring process.

 

PREFERRED QUALIFICATIONS

  • Bachelor’s level degree in Public Health, Healthcare Management, Health Education or closely aligned field.
  • One year of experience working with Tribal communities or Tribal organizations.
