Job Description:

SUMMARY

The Case Manager/ICWA provides CTCLUSI Tribal members with comprehensive community, social and pro-family services to promote healthy and stable families. Responsible for working on grants and programs related to the provision of Tribal programs and services. Responsible for providing education to Tribal members in a wide variety of subjects, including but not limited to child care, parenting, obtaining employment, and healthy lifestyles.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Working with state partners, maintain and monitor Indian Child Welfare Act (ICWA) cases.
  • Receive referrals for at-risk youth and at-risk families.
  • Develop, implement and monitor individualized case plans for Tribal families. Such case plans must address the safety, health, educational and emotional needs of any children.
  • Ensure that active efforts are provided by state child protective agencies to prevent the break-up of the family.
  • Identify and advocate for family or Tribal placements that meet the requirements of the Indian Child Welfare Act.
  • Assist Tribal members in accessing local and state services and programs.
  • Provide client transportation as needed.
  • Participate in multidisciplinary teams and staff meetings.
  • Provide support as staff at Tribally-sponsored events such as Youth Camps and educational programs.
  • Conduct home visits and assessments.
  • Maintain strict client confidentiality.
  • Assist with all reporting for funding sources as well as required internal reporting requirements relating to current grants and funding.
  • Maintain appearance standards as outlined in CTCLUSI policies.
  • Must be able to interact with Tribal members and the general public in a courteous, professional, and efficient manner.
  • Ability to communicate effectively, both verbally and in writing.
  • Maintain a good attendance record.
  • Other duties as directed by management.

PHYSICAL & MENTAL DEMANDS

  • Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • May be required to push, pull, lift, and/or carry up to 40 pounds.

WORKING CONDITIONS & ENVIRONMENT

  • Moderate noise level with frequent interruptions and distractions.
  • Ability and willingness to work a flexible schedule including some evenings and/or weekends.
  • Ability and willingness to travel locally and state-wide as needed.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 25 years of age per Vehicle Use policy.
  • Associate’s Degree in Social Services or closely related field AND two years’ work experience in social work, family case management and/or ICWA in lieu of a Bachelor’s Degree.
  • National Indian Child Welfare Act (NICWA) (on-line web course) certification or willingness to secure such certification following hire.
  • Computer proficient, including MS Word, Access, Excel, Outlook and Publisher.
  • Must complete National Incident Management System (NIMS) training for NIMS certification as arranged by the Tribes.
  • Valid driver’s license, adequate transportation, and eligibility to operate GSA vehicles required. This position may include providing transportation for clients in tribally owned vehicle(s), which may include cars, vans, SUVs and buses.
  • Must possess reasonable ability to communicate in English.
  • This position is subject to pre-employment drug testing.
  • This is a covered position which requires background check that includes fingerprinting.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.

PREFERRED JOB QUALIFICATIONS

  • Bachelor’s Degree in Social Services or closely related field with coursework in social work, social services, human services, sociology, psychology, case management and/or counseling.
  • Experience in case management.
  • Two years or more of Indian Child Welfare Act (ICWA) experience.
  • Experience working in a Tribal government/Tribal Social Services program.
  • Working knowledge of child protective assessment procedures and the State Child Welfare System.
  • Working knowledge of the Adoption and Safe Families Act (ASFA).
