Job Description:

SUMMARY

This position is responsible for the development, planning, and direction of all Tribal Health and Human Services. Provide a comprehensive health care system to Tribal members, which includes preventative, curative, and rehabilitation services. Work is reviewed primarily on the basis of results attained and on the assessment and accomplishment of established Tribal Council annual goals.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES

  • Prepare funding proposals for program activities and operations and submit them to the Chief Executive Officer.
  • Develop and implement program guidelines for the services provided by the Health and Social Services Divisions.
  • Establish short- and long-term departmental goals for approval by the Chief Executive Officer and Tribal Council. Prepare documents, plans, and reports regarding those goals.
  • Prepare Annual Departmental Budgets with narrative justification for approval by the Chief Executive Officer.
  • Review and monitor expenditures to remain within established budgetary constraints and grant parameters.
  • Meet regularly with the Chief Executive Officer to provide an overview of the Health & Human Services programs.
  • Prepare an annual report for the Chief Executive Officer and Tribal Council on the activities and programs of the Health & Family Support Services.
  • Provide information and make recommendations to the Chief Executive Officer for submission to the Tribal Council on items/issues that impact the Health and Human Services delivery systems.
  • Draft policies concerning Health and Human Services matters to be approved by CEO.
  • Participate in the grant process, including preparation of grant applications, management of grant budgets, and ensuring grant deliverables, outcomes, allowable expenditures, and reporting requirements are met.
  • Participate on boards, committees, and task forces as assigned by the Chief Executive Officer.
  • Ensure contract compliance is maintained by the review of program reports on a weekly basis.
  • Maintain strict confidentiality of information, records, and data for protection of clients, co-workers, and program operations.
  • Attend seminars, meetings, and trainings to remain current with issues effecting health and social services and their delivery when determined by the Chief Executive Officer.
  • Serve as delegate for the Tribes on the Northwest Portland Area Indian Health Board (NPAIHB) and attend quarterly NPAIHB meetings as approved by the Chief Executive Officer.
  • Maintain appearance standards as outlined in CTCLUSI policies.
  • Must be able to interact with Tribal members and the general public in a courteous, professional, and efficient manner.
  • Other duties as directed by management.

LEVEL OF AUTHORITY & RESTRICTIONS

  • Oversee all Health & Family Support Services staff.

PHYSICAL & MENTAL DEMANDS

  • Must be able to walk, talk, hear, use hands to handle, feel or operate objects, tools, or controls, and reach with hands and arms.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • Must be required to push, pull, lift, and/or carry up to 40 pounds.

WORKING CONDITIONS & ENVIRONMENT

  • Moderate noise level with frequent interruptions and distractions.

HOURS

  • 40 hours per week
  • Generally Monday through Friday 8am to 5pm with possible occasional evening and weekend work.

Experience and Skills:

MINIMUM JOB REQUIREMENTS

  • Must be at least 18 years of age.
  • Position requires Bachelor’s Degree in Business Administration, Social Work, or Health Services Administration or related field.
  • At least seven years of supervisory experience required.
  • Requires a minimum of five years of administrative experience in health and human services administration or any combination of experience and training which demonstrates the knowledge, skills and ability to perform the above described duties.
  • Thorough knowledge of methods, techniques, and practices of health services delivery system administration regarding laws and regulations governing health services to Indian Tribes.
  • Considerable knowledge of substantial budgeting and funding required.
  • Requires experience in managing budgets in excess of $2,000,000.00.
  • Requires skill in public relations and technical writing.
  • Valid driver's license or adequate transportation required.
  • Must possess reasonable ability to communicate in English.
  • This position is subject to pre-employment drug testing.
  • This is a covered position which requires background check that includes fingerprinting.
  • Must have employment eligibility in the U.S.
  • Indian preference will be observed in the hiring process.

PREFERRED QUALIFICATIONS

  • Master’s Degree in Business, Public Administration, or related field.
  • Licensed Clinical Social Worker (LCSW)
  • Experience working in Tribal Government setting.
